As advised previously it is imperative that immediately at the time of registration, for any players who are either changing clubs, or who are new to cricket in Leinster, that the following information is provided directly to OCC:
- Players new to Leinster cricket - a short playing history and an indication of the level at which it is proposed to play them.
Players who are changing clubs - a clear statement directly from the former club that the club has no objection to the transfer or that the club has a problem and the reasons why.

If an individual plays without such information having been received, sanctions may ensue.
2.3 For the avoidance of doubt, the registration of a player does not imply compliance with the criteria for eligibility to play in a cricket match under the aegis of the Leinster Cricket Union as set out under Regulation 1.
In this context where a player with previous cricketing experience (particularly if this is outside Leinster) joins a club for the first time, the club must immediately provide the OCC with details of this experience. Playing or including such player in a starring list without having submitted these details may lead to the OCC imposing sanction.
2.4 Any player changing club must notify the former club of his/her intention to do so in advance of registration. On receipt of such notification this club must immediately inform of OCC of the matter and advise whether or not they are giving consent.
If consent is being refused, the reasons for this must be specified. Clubs may not withhold their consent to a player moving unreasonably. Any player who plays for his/her club after 1st July will be deemed to be a person of good standing with that club unless OCC is shown by the club that there is good reason why this should not be so .
For the purpose of determining what is an unreasonable withholding of consent to move club, the fact that a person is of good standing with the former club will weigh heavily in deciding the matter.
It may be deemed reasonable to refuse consent if the appearance after 1st July was on the basis of an agreement to pay a subscription on a phased basis over a period, this agreement was being adhered to at the time of the appearance but was later broken by the player.
